Oil is a thin, absorbing liquid that conditions the hair itself and the skin underneath it — that's usually where beard itch and flaking actually come from, not the hair. Balm is thicker, with a wax base that gives you hold and shape, tames flyaways, and works well on longer or colder days when oil alone won't hold a beard where you put it.
